U.S. Army Corps of Engineers Temporary Roofing


In response to the extensive damage caused by Typhoon Mawar, Pacific Federal Management, Inc. (PFM) partnered with the U.S. Army Corps of Engineers Roofing Installation Support Emergency Utilization Program (RISEUP), FEMA, and the Government of Guam to carry out essential temporary roofing repairs. PFM's scope included debris removal, roof restoration, and the installation of rafters, purlins, and metal sheeting to homes affected by the typhoon. Leveraging its disaster recovery expertise, PFM efficiently scaled operations, completing 61 roof repairs across approximately 50,000 square feet, making a significant impact on the local community.

PFM's success was rooted in its innovative approach to quality control. Each property was assigned a work order, and PFM ensured thorough photo documentation before and after repairs, clearly identifying each home with house and work order numbers. These images were then uploaded into the Building Roofing Management System (BRMS) to maintain accurate records. The company demonstrated exceptional adaptability by condensing the typical ramp-up phase from months to just 72 hours, expediting bonds and submittals while extending working hours to meet the project’s tight deadlines.


Despite logistical challenges posed by the scattered locations of affected homes, PFM overcame these obstacles by establishing a mobile laydown site for efficient material transfer and essential services. The team worked from 7:00 AM to 7:00 PM, seven days a week, training additional crew members to work on weekends. PFM’s four specialized teams completed the project in under two weeks, restoring roofs and providing stability to residents in the aftermath of Typhoon Mawar’s devastation.
